Shipment Certificate of Conformity (SCoC)
The Shipment Certificate of Conformity (SCoC) is a certificate issued for products through registration on the SABER Platform. This certificate is issued after obtaining the Self-Declaration Certificate for the same products.
What Is the Shipment Certificate of Conformity?
The Shipment Certificate of Conformity is issued for products through the SABER electronic platform after completing the issuance of the Self-Declaration Certificate for those products.
The main purpose of issuing this certificate is to facilitate the entry of imported goods through customs ports so they can be legally sold within the markets of Saudi Arabia.
The Shipment Certificate of Conformity is considered a mandatory certificate for products that are not subject to Saudi technical regulations. Importers are required to provide all necessary product information to obtain this certificate so that the products can be traded in the Saudi market.
Requirements for Obtaining the Shipment Certificate of Conformity
To obtain the certificate, the following requirements must be provided:
- Commercial Registration (CR) of the importer or manufacturer
- Technical specifications and details of the product
- Product test reports, provided that testing has been conducted in laboratories approved by the Saudi Standards, Metrology and Quality Organization (SASO)
- Required declarations and commitments specified in the relevant regulations
The SABER Electronic Platform
The SABER platform is the system used to identify whether products are regulated or non-regulated under Saudi technical regulations. Through this platform, businesses can also submit applications and invoices and review company data.
The SABER system also allows the issuance of the Self-Declaration Certificate for products that are not subject to Saudi technical regulations, in addition to the Product Certificate of Conformity for locally manufactured and imported products.
Furthermore, registering products on the SABER platform enables integration with related government entities such as the Zakat, Tax and Customs Authority through the FASAH Platform, which helps facilitate customs clearance procedures by issuing shipment certificates for imported goods.
