The Product Classification Service is a process used to categorize both locally manufactured and imported products via the Saber platform, ensuring they are authorized for sale within the Saudi market.
Definition of the HS Code (Harmonized System)
The HS Code is a specific customs coding system used to classify groups of goods and products on the Saber electronic platform. This classification is a prerequisite for selling and circulating these products within the markets of the Kingdom of Saudi Arabia.
Products are added to the Saber system using this customs code, known as the HS Code. This code is typically divided into three parts and consists of approximately 6 digits (as a base), a structure that determines exactly how goods and commodities are classified.
Advantages of Product Classification via HS Code
- Defining the customs code for goods facilitates a smoother entry process through various customs ports.
- HS Code classification accelerates all steps related to issuing Certificates of allowing products to be sold easily within Saudi markets.
- Determining the code helps regulate the customs ecosystem, especially when the codes align with the standards of the World Customs Organization (WCO).
- It assists in the accurate application of new customs tariffs to the relevant products.
Self-Declaration
The Self-Declaration Certificate is issued for imported or locally manufactured products that are not subject to specific technical regulations. This certificate serves as an official acknowledgement by the trader or importer that the products comply with the applicable legislative requirements in Saudi Arabia, without the mandatory intervention of a third party.
It is issued through the Saber platform, which is supervised by the Saudi Standards, Metrology and Quality Organization (SASO).
To obtain it, the trader or importer must register a “Self-Declaration for Importer” on the Saber platform by adding the specific model numbers of the product.
The Role of Tabseer in Product Classification on Saber
Tabseer facilitates the entire process by:
